7years old and cannot communicate

My daughter is now 7 years old.. She cannot make comprehensive words and sentences. She just mumbles like "ndanda tatatanggk nd ang nd knd abgdk".

No clear words but at that time she may be describing something. Sometimes she laughs out of nowhere.... She already has hearing aids.

What should I expect of her..Is there hope for her getting her speech?
