Speaks but No Questions/Answers at All

My 3 year old is able to recognize many objects and has started speaking, but if we ask him anything he doesn't reply back.

If I give him choices like "Do you want milk or water?" then he'll reply "want milk".

We've got only 2 to 3 such examples otherwise there no que/ans........Why? What shall I do???
