Produces /h/ Before Initial Vowel Words

I have a student with mostly unintelligible speech that produces /h/ before any word that begins with a vowel.

At is hat, I is hi, eat is heat, etc. I have tried many things with no success.

Any ideas?

He is not stimulable at the isolation level when I have him say a, e, i, o, u.
