Poor Eye Contact

I have a child I work with who displays extremely weak eye contact.

When interacting one on one, the child cannot maintain eye contact for more than one second. However, he does not display many other social delays.

He likes to interact with peers, can interpret facial expressions and nonverbal communication, has appropriate conversational skills.

Why would he have such poor eye contact?
