Low Tone Question for Fellow SLPs

I have a 2.5 year old client with significantly unintelligible speech.

All sounds appear to be produced with the tongue in a neutral position and all vowels sound like a schwa.

What kind of therapy would you do for this?

Oral motor therapy is so controversial that I don't know if it's the correct path for me to take with this client.

Receptive skills are fine.
