Kindergarten Student Cannot Pronounce the Sound 'C' and 'S'

My Kindergarten student who is 5 yrs old cannot pronounce the sounds 'c', 's', 'g', 'x'.

What is the cause of this and are there activities I can work with her to strengthen this ability?
