California license

I hold my masters degree, completed my cfy year between two assignments . One in PA and one in CA. I just received notice that I achieved my 3 C's from ASHA. Now the California board wants me to not file option 2 for application but to reopen my temporary California license and go back and redo 10 cf weeks because it was not all don in California.
Wouldn't my completion of 3 C's verify my hours completed?
