Baselining

I am a student of communication disorders and baselining confuses me.

When one baselines a client, does one start in isolation and then moves up in the response level hierarchy or is it at the syllable or word level word level?

It is a good idea to start at the isolation level to see if the person is stimulable to produce the sound you plan to work on, and then move up the hierarchy.
