15 month old son can't say 'da da'

Hi, my 15 month old has never said the 'd' sound clearly. He instead says 'gaggy' for 'daddy' and has been repeating 'd' as 'g' back to us since he first started babbling/talking. I've read that da da is a common first word but my little boy will say 'ga ga'. Could this be a hearing problem?
