PreK Student Who Whispers

I am currently evaluating a 3 year old who whispers everything. I can not get him to use his voice..though parents say he does at home.

I do not really think it is selective mutism, because he will whisper louder if I don't hear him and definitely has the intent to communicate. I can tell that sounds are missing in his words (both initial and final) and have not heard more than one whispered word at a time.

Help! I am struggling just gathering the info I need to qualify him for my program. I have pulled him and played in my room several times to establish rapport with the student.

Any suggestions?
